Description
Bannau Brycheiniog National Park Authority is seeking to appoint a suitably experienced contractor to provide a solar PV and battery monitoring, reporting and visualisation system across four Authority sites: Wardens Depot, Fwrdgrech Industrial Estate, Brecon; National Park Visitor Centre, Libanus; Craig-y-nos Country Park; and Cwm Porth Car Park. All four sites have existing solar photovoltaic (PV) installations and associated battery storage systems. However, the Authority does not currently have a sufficiently reliable and robust central monitoring solution that enables the performance of these installations to be viewed, analysed and reported consistently. The successful contractor will be required to survey the existing installations and provide, install, configure and commission a solution capable of bringing the sites together within a single secure monitoring and reporting portal. The system should provide clear real-time and historical information on solar generation and, where technically supported by the existing equipment, battery performance, state of charge and energy flows. The Authority would also welcome the ability to monitor site consumption and grid import/export where suitable metering is available or can be incorporated within the project. A key requirement is the ability to produce accurate and accessible annual solar-generation information for the Authority's reporting to Welsh Government, including individual site and combined portfolio totals and appropriate data-export/reporting functionality. The solution should also provide fault and communications monitoring to help the Authority identify outages, data loss and underperformance at an early stage. At appropriate visitor-facing locations, the Authority would like the system to offer the capability for a bilingual Welsh and English public-facing visual display or dashboard, showing visitors information such as current renewable-energy generation, energy generated over defined periods and other appropriate renewable-energy information. The contract will include all necessary surveys, system design, monitoring hardware and interfaces, installation, configuration, commissioning, testing, staff training and documentation required to provide the completed solution. Tenderers will also be required to identify ongoing software licences, hosting, maintenance and technical support costs. The solution should be secure, resilient and scalable, with the ability to accommodate additional Authority renewable-energy assets or sites in the future. The maximum available implementation budget is £20,000 excluding VAT. Tenderers should refer to the full Invitation to Tender and associated schedules for the detailed technical requirements, evaluation methodology and conditions of the procurement.
