PARROT - A risk assessment software

Description
Project Background Offshore grid connection projects require reliable and efficient assessment and management of risks related to unexploded ordnance (UXO). Current UXO risk assessments are often based on conservative assumptions, fragmented data sources and project-specific approaches, which may result in extensive survey and clearance activities, high costs and limited comparability between assessments. The PARROT initiative has validated a data-driven and probabilistic methodology for proportional UXO risk assessment. An existing non-production MVP demonstrates the methodology and its business value. The MVP, however, is not intended as the technical basis for secure, scalable and maintainable production operation. Objective of the Procurement The objective of the procurement is the technical modernization, implementation, further development and application management of the PARROT solution. The future contractor shall transform the validated methodology, existing requirements, calculation logic and available MVP assets into a secure, scalable and maintainable production-grade browser-based multi-user solution. The solution shall support standardized, transparent and reproducible UXO risk assessments and ensure traceability of relevant data, assumptions, calculations and results. Scope of Services The anticipated scope includes: Assessment and verification of the existing MVP and available technical assets. Solution architecture, design and software development. Implementation of a secure browser-based multi-user application. Implementation of relevant data management, calculation and traceability capabilities. Integration with relevant TenneT systems, including identity and access management. Testing, deployment, documentation, training and support for production readiness and go-live. Application management and technical support following go-live. Further development of the solution through optional call-offs. Optional service management services may also be commissioned during the contract term. Out of Scope The procurement does not include: Physical UXO survey, clearance or other offshore execution activities. Formal engineering, HSE, project or legal approvals. General remediation or optimization of external systems, datasets or GIS tools. Provision of the underlying hosting infrastructure. Technical and Organizational Requirements The solution shall be designed for secure, scalable and maintainable production operation. Particular emphasis will be placed on IT security, maintainability, traceability and reproducibility of calculations, controlled software development and deployment, and compatibility with the selected TenneT-controlled hosting environment. Procurement Procedure This procurement is conducted as a negotiated procedure with prior call for competition in accordance with the German Sector Ordinance (SektVO). During the current selection stage, TenneT will assess the suitability and relevant capabilities of applicants and select qualified candidates for participation in the subsequent tender stage. Detailed functional and non-functional requirements, commercial information, evaluation criteria, contractual documentation and further procurement-related documents will be provided to shortlisted candidates during the tender stage.
