Raahen Satama Oy rakennuttaa Raahen sataman Elkonniemeen uuden läjitysaltaan reunapenkereen. Penger on suunniteltu rakennettavan moreenirunkoisena, louheverhottuna pengerrakenteena, joka täytetään olemassa olevan pohjamaan varaan. Louheverhoukselle ruopataan juurioja, joka ulotetaan 1m kantavan pohjamaan alapuolelle. Pohjoispuolen penger rakennetaan siten, että sen reunassa kulkeva väylä on mahdollista myöhemmin syventää 12m kulkusyvyyden N2000-13.90 haraustason edellyttämään syvyyteen penkereeseen kajoamatta.
