Formålet med ordningen er å etablere en effektiv og fleksibel anskaffelsesprosess for standardiserte nullutslippskjøretøy, og samtidig bidra til å redusere klima- og miljøbelastningen. Dette gjøres ved å fase ut fossildrevne kjøretøy og eldre elbiler til fordel for nullutslippskjøretøy.
