Description
The aim of the contract is to provide an assessment of whether the applicant’s proposed site meets eligibility requirements for the Countryside Stewardship Higher Tier (CSHT) action CGS22: Manage priority habitat species-rich grassland. The CGS22 action requires an on-farm assessment to ensure that the location and the CSHT management requirements are appropriate. Where necessary, advice will be given on how the habitat management could be improved. Advisers will also discuss with the applicant the management requirements for action CGS22 to ensure delivery expectations are managed and assurances that outcomes can be achieved.

Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
“The following conditions are met in relation to the public contract— (a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b)there are no reasonable alternatives to those goods, services or works.”
