Description
Nach § 97a Abs. 1 GWB sind Leistungen grundsätzlich in Teil- und Fachlose aufzuteilen. Gemäß § 97a Abs. 2 GWB dürfen mehrere Teil- oder Fachlose jedoch zusammen vergeben werden, wenn wirtschaftliche oder technische Gründe dies erfordern. Solche Gründe liegen hier vor, weil die ausgeschriebene Leistung kein bloßes Nebeneinander selbstständig nutzbarer Liefer- und Dienstleistungen darstellt, sondern ein technisch, sicherheitsfachlich und betrieblich untrennbares Gesamtsystem, das durch eine Auftragnehmerin geplant, integriert, geprüft und betriebsfertig übergeben werden muss.
