De inkopende organisatie sluit raamovereenkomsten met minimaal 5 potentiële opdrachtnemers die de Economisch Meest Voordelige Inschrijving (EMVI) hebben gedaan. Daarnaast beoogt de inkopende organisatie een gezamenlijke capaciteit van 750 maatwerkvoorzieningen te contracteren.
