openAbakus AS · 983335543
Description
About the procurement Elverum municipality shall continue its user choice scheme for user-controlled personal assistance (BPA) and needs to enter into new concession contracts with suppliers who can provide BPA services to users in the municipality. Conceptual clarification BPA: User managed Personal Assistance services. An alternative way to organise practical assistance and training for persons with reduced functional abilities. The BPA gives persons greater opportunity to manage the services and everyday life themselves. Service concession: A concession contract is a service contract where the repayment consists either exclusively of the right to use the services or such a right together with payment and where the operational risk is transferred from the contracting authority to the tenderer, cf. the regulations on concession contracts. User choice scheme: Users will choose which tenderer they want to provide the service. The Health and Care Services Act dated 24.06.2011 no. 30: Valid from 01.01.2012. Basis for the award of BPA, together with the Patient and Use Rights Act of 02.07.1999. Procurement Briefly Elverum municipality shall continue the user choice scheme for BPA. This means that users who have decided on BPA can choose between private providers who have been granted a licence. Elverum municipality therefore invites tenderers to apply for a license for the provision of BPA services to users in the municipality. The scheme means that the municipality approves suppliers who fulfil the requirements in the competition. The users will then select a supplier from the certified suppliers. The concession award will mean that new contracts will be signed with suppliers of BPA. In the period June 2025 until and including May 2026 Elverum kommune has spent approx. NOK 61 million to the BPA. This equates to approx. 115,100 user hours per annum, divided between approx. 44 users. Points out, however, that the contracting authority is not bound to a specific volume, as changes in need, budget and routines can affect the total volume. About the service concession scheme The aim of the service concession scheme is to allow users of the BPA to have a real choice according to which suppliers they want to provide the services (user choice). At the same time, the scheme shall contribute to ensuring that users get the help they are entitled to in accordance with the Health and Care Services Act and the Patient and User Rights Act. A service concession scheme is an administrative award where the contracting authority sets conditions for approving tenderers. The scheme functions so that tenderers who fulfil the given service concession terms after an application are given the right to offer BPA in Elverum municipality. The operational risk is entirely on the tenderer. The remuneration consists of the right to provide the service and receive remuneration for it. The contracting authority will determine which price applies to the service, cf. the general contract terms. The following applies to the scheme: Any tenderer who fulfils the concession terms and the minimum requirements will have their application for a licence granted. A tenderer who has been granted a licence will be able to provide services to the users who choose the supplier in question through user choices. There is no purchasing obligation for Elverum municipality. The same terms apply for suppliers both in the process up to and in the actual service concession scheme. See the requirement specifications and attached tender documentation for further information.
