Description

NOTICE OF INTENT TO SOLE SOURCE SaniStar Remote Off-Grid Kiosk Maintenance and Technical Support Description The U.S. Department of the Interior (DOI), Bureau of Land Management (BLM), Division of Recreation and Visitor Services, intends to establish a single-supplier Blanket Purchase Agreement (BPA) with SaniStar LLC for maintenance, repair, replacement parts, proprietary software support, and related technical services associated with existing SaniStar Remote Off-Grid Kiosk (ROK) systems deployed at BLM recreation sites. The proposed BPA will support the continued operation of automated fee collection systems used to process electronic recreation fee payments in remote and off-grid environments. The anticipated ordering period is five years, with individual purchases made as requirements arise. Description of Requirement The anticipated requirement includes the following services and supplies associated with existing SaniStar ROK systems: Preventive and corrective maintenance. Technical troubleshooting, equipment diagnostics, and remote support. Proprietary software maintenance, firmware updates, and security patches. Replacement parts and repair of integrated kiosk components. Maintenance and support of electronic payment processing equipment, ticket printers, power systems, and communication devices. System configuration, synchronization, and related operational support necessary to maintain electronic recreation fee collection. Basis for Sole-Source Consideration The Bureau of Land Management intends to establish a single-supplier BPA with SaniStar LLC pursuant to FAR 13.303-2(c)(2) for recurring maintenance, repair, replacement parts, proprietary software support, and related technical services associated with existing SaniStar ROK systems. Although the anticipated aggregate value of the BPA exceeds the Simplified Acquisition Threshold (SAT), individual purchases under the BPA are expected to remain at or below the applicable SAT and will be conducted in accordance with FAR Part 13, including applicable competition requirements. Based on preliminary market research, the Government believes SaniStar LLC may be the only source reasonably available to provide certain proprietary maintenance and technical support services necessary to maintain the existing kiosk infrastructure. These services involve manufacturer-controlled software, firmware, diagnostic capabilities, payment processing configurations, and integrated hardware components. The Government is providing this notice to determine whether other responsible sources possess the capability to satisfy the requirement. Interested Sources and Response Instructions This notice is not a request for competitive quotations or proposals. Interested parties that believe they possess the capability to satisfy the Government's requirements may submit a written capability statement for consideration. Capability statements should demonstrate the respondent's ability to provide maintenance, repair, replacement components, proprietary software support, and related technical services for existing SaniStar ROK systems, including the ability to obtain any necessary access to manufacturer-controlled software, diagnostic tools, and technical resources. Interested parties shall submit their written capability statements electronically to: Antoinette Nelson Contracting Officer Department of Interior: BLM Division Email: antoinette_nelson@ios.doi.gov Response Deadline: November 19, 2026, at 3:00 PM Mountain Standard Time (MST). All timely responses will be reviewed and considered by the Government. A determination not to compete the proposed acquisition, based on responses received, is solely within the discretion of the Government, consistent with applicable acquisition requirements. Additional Information This notice is for informational purposes and does not constitute a request for quotations or proposals, an award, authorization to proceed, or a commitment by the Government to enter into a contract. The Government will not reimburse respondents for costs incurred in preparing or submitting capability statements.
