Description
East Suffolk Council has secured funding through the Rough Sleeping Drug and Alcohol Treatment Grant to improve access to drug and alcohol treatment services for individuals who are rough sleeping or at risk of rough sleeping. The primary objective of this funding is to reduce levels of rough sleeping and minimise drug- and alcohol-related harm and deaths across the district. This notice relates to a direct contract award undertaken in accordance with the Council's Contract Procedure Rules. Following a market assessment, Anglia Care Trust has been identified as the only provider capable of delivering the required specialist service within East Suffolk. The provider has the necessary local infrastructure, established referral pathways, integrated partnership arrangements, and operational capacity to deliver the service model within the required timescales and to meet the Council's service requirements. This notice supersedes and replaces the notice published on 19 October 2026, which set out the Council's intention to award the contract through the Social Impact Framework. Following further review, the Council determined that the proposed framework route was no longer appropriate due to the associated commercial and cost implications. Accordingly, the Council has elected to proceed with a direct award under its Contract Procedure Rules. This notice supersedes the previous notice in its entirety and reflects the Council's final procurement approach.
