Description
The previous work (Sprint 1 and Sprint 2) has put productivity on the agenda for the working teams and established a live, Delivery Partner - endorsed Earned Value approach from Programme through Project to Strategic Package level. As the Performance Measurement Baseline (PMB) is finalised and the Programme moves into its highest-value, highest-risk years of construction, Lower Thames Crossing (LTC) now needs to build an aligned view of the construction phase productivity capabilities needed to protect time and cost outcomes to the PMB.

Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
This scope of work is an extension of the work already undertaken in Sprint 1 and sprint 2. As such the justification in relation to paragraph 7 of Schedule 5 of PA2023 is applicable as the following conditions are met in relation to the public contract: The supply of services by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where: (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
