Vestland fylkeskommune ved Bybanen Utbygging (BU) skal inngå parallelle rammeavtaler for rådgivnings- og prosjekteringstjenester. Bybanen AS (BBAS) og Eigedom og Utbygging (EIU) kan også gjøre avrop. Avtalene omfatter prosjektering, tredjepartskontroll etter NS og uavhengig kontroll etter pbl. innen bygg, anlegg, veg, bane, tunnel, bru, teknisk infrastruktur, jernbanetekniske fag, arkitektur, landskap, miljø, HMS/SHA, BIM, digital samhandling og spesialfag i alle prosjektfaser.
