By the present procurement procedure, EIT KIC Urban Mobility S.L. (hereinafter referred to as "KIC LE"), acting on behalf of the EIT Urban Mobility consortium entities listed under each Work Package ("WP") below, seeks to appoint a single provider (hereinafter referred to as "the Tenderer") for the provision of Employee Lifecycle and Payroll Compliance Services for Fiscal Years 2027-2028. The procurement procedure is structured into seven (7) Work Packages (WPs), each corresponding to one or more EIT Urban Mobility entities or countries requiring the services. For each WP, KIC LE acts as the procuring entity on behalf of the respective consortium member(s), as set out below: WP 1: EIT KIC Urban Mobility S.L. (Spain, Belgium, Hungary) WP 2: EIT Urban Mobility Foundation (Spain) WP 3: EIT Urban Mobility Innovation Hub South S.L. (Spain) WP 4: EIT Urban Mobility Innovation Hub Central GmbH (Germany) WP 5: EIT Urban Mobility Innovation Hub West B.V. (The Netherlands) WP 6: EIT Urban Mobility Innovation Hub East s.r.o. (The Czech Republic) WP 7: EIT Urban Mobility Innovation Hub North ApS (Denmark) Applicants are required to confirm their ability to deliver the Services across all Work Packages and entities included within the scope of this procurement. The Tenderer shall submit a single proposal covering all Work Packages. The proposal shall clearly identify any country or entity-specific considerations, assumptions, service delivery arrangements, and pricing applicable to each WP. For the avoidance of doubt, while a single provider will be appointed under this procurement procedure, separate contractual arrangements, invoicing requirements, reporting obligations, and cost allocations may apply at the individual entity level for each EIT Urban Mobility entity.
