Nærværende udbud vedrører en rammeaftale om rådgivning og bistand i forbindelse med etableringen af to fælles vandressourcecentre: VRC Roskilde Fjord og VRC Øresund. Rammeaftalen udbydes som et samarbejde baseret på partnering og danner grundlag for gennemførelsen af to partneringaftaler (Roskilde Fjord og Øresund). Rammeaftalen skal både understøtte den tekniske og miljømæssige udvikling samt gennemførelse af projekterne og tilvejebringe det faglige og myndighedsmæssige beslutningsgrundlag, som kommunalbestyrelserne i Ordregivers ejerkommuner skal bruge til at tage endelig stilling til etablering og gennemførelse af de to fælles vandressourcecentre.
