Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
This contract is being awarded under Procurement Act 2023, Schedule 5, Paragraph 6 (Single Supplier: Intellectual Property or Exclusive Rights). IQVIA Ltd owns and controls the proprietary data sources, methodologies and intellectual property required to provide the private sector antimicrobial dispensing dataset used by UKHSA. Market assessment has not identified an alternative supplier capable of providing an equivalent dataset covering privately dispensed antimicrobial medicines across England. UKHSA has therefore concluded that only IQVIA Ltd can provide the required dataset and that no reasonable substitute exists.
