Description

Synopsis: PAE Mission Systems is soliciting proposals from the eligible SeaPort-NxG small-business contract holders for end-to-end sustainment and infrastructure support of the Standard Labor Data Collection and Distribution Application (SLDCADA). SLDCADA is an unclassified, web-based Government Off-the-Shelf time-and-attendance and labor-reporting information technology application that supports a large Navy, Marine Corps, and Executive Office of the President user community and directly supports payroll and labor-distribution operations. SLDCADA provides a single input screen via a single sign on capability utilizing Common Access Card/Public Key Infrastructure (CAC/PKI)-based login functionality. SLDCADA currently provides T&A capabilities and labor reporting services to more than 60,000 users. This will be a Firm-Fixed Price (FFP) task order with a one-year base award and four one-year option periods. Questions: Questions regarding this FOPR may be submitted by Tuesday, November 10, 2026 at 12:00 PM EST. The Government may not answer all questions. Questions shall be submitted via email to the PCO, heather.e.glovinsky.civ@us.navy.mil and the Specialist patrick.j.kimener.civ@us.navy.mil. All questions/answers will be viewable in SAM.gov by all offerors. Offerors will be responsible for monitoring the SAM.gov portal for responses. Questions received after the specified period may not be answered. DOD SAFE Request: Proposals shall be submitted through the Department of Defense Secure Access File Exchange (DoD SAFE) application at https://safe.apps.mil. Because non-DoD personnel cannot initiate file transfers on this platform, offerors must email a 'Drop-Off Request' to the PCO and Contract Specialist (emails listed above) later than December 1, 2027 at 12 PM EDT. Upon receipt of this request, the Government will generate and send a unique, automated DoD SAFE drop-off link to the offeror's designated email address. Proposal Submission: The offeror must use this link to securely upload and submit their proposal packages (up to 8 GB total file size) before the exact solicitation closing time of December 6, 2026 at 6 PM EDT, noting that the automated confirmation of successful upload generated by DoD SAFE will serve as the official time stamp and receipt of proposal.
