Description
Background Tønsberg municipality needs to establish a new framework agreement for painting and covering services as the existing contract has expired and must be replaced. The procurement shall ensure that the municipality still has access to the necessary services for ongoing maintenance and planned upgrades in the municipality's buildings and sites. The municipality has a continual and increasing need for external and internal surface treatment in, among other things, schools, nurseries, health buildings and other purpose-built buildings. The objective of the procurement is to ensure the right quality, predictable delivery and effective follow-up of assignments across entities. The framework agreement shall contribute to good use of resources, clear call-off routines and stable delivery ability throughout the entire contract period. The aim is to have a parallel model with two tenderers, where assignments are generally offered to the tenderer ranked as number one and thereafter the tenderer ranked second if the first tenderer is unable to deliver within the set deadlines. The estimated total value is approx. NOK 35,000,000 excluding VAT over four years. Description of the assignment The procurement is for a framework agreement for the delivery of painting and covering services for Tønsberg municipality. The delivery shall cover the municipality ́s need for work connected to paint, floor coverings and other surface treatment, both indoor and outdoor. The framework agreement shall cover ongoing maintenance, minor repairs and planned redecorating works in municipal buildings and sites. The assignments can vary in size and complexity and will i.a. apply to work in schools, nurseries, health buildings and other buildings in daily use. Emphasis will be put on call-offs under the framework agreement being made efficient and predictable, with a quick response, good coordination with the municipality ́s units and equal quality in the deliveries, regardless of which tenderer carries out the assignment. The delivery shall also support the need for good documentation, including status reports and assignment related documentation. The work shall be able to be carried out in a way that ensures safe operation and limits disadvantages for users of the buildings. This is particularly important in buildings with vulnerable user groups and high activity, such as schools, nurseries and health buildings.
