Upphandlingen omfattar ett inrättande av ett dynamiskt inköpssystem (DIS) avseende tekniska konsulter Hälsingland. Detta DIS är inte uppdelat i olika anbudsområden, vilket innebär att anbudsgivaren lämnar en allomfattande ansökan som gäller för hela DIS:et oavsett tekniskt konsultområde. Vid avropstillfället (anbudsinbjudan) kommer det specificeras vilken typ av teknisk kompetens hos konsulten som efterfrågas för utförandet av uppdraget och först då kan anbudsgivaren välja om den vill lämna anbud eller inte. Samtliga kommuner i Hälsingland inkl tillhörande kommunala bolag och förbund har möjlighet att avropa från detta DIS.
