Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
This is a framework call off undertaken via WMCA's 'Transport Planning Framework'. This is a single lot framework covering a range of services related to all forms of transport planning technical work. The framework was set up in 2025 under Public Contracts Regulations 2015, and the opportunity was published to the framework suppliers.
