Description

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL), requests quotations under RFQ SJ484664 for Mechanical Treatments of Prescribed Burn Units and Fuel Breaks at BNL in Upton, New York. SMALL BUSINESS SET-ASIDE This procurement is a total small business set-aside under NAICS 115310, Support Activities for Forestry—Fuels Management Services, with a small business size standard of $34 million. SCOPE The Contractor shall furnish all labor, supervision, equipment, transportation, and resources necessary to perform mechanical forestry treatments in designated areas. Work includes thinning and mulching trees and snags in place using an excavator-mounted mulcher, uniformly distributing treated material, and topping selected trees for wildlife habitat. Wetlands and their 100-foot buffers are excluded. See the attached Statement of Work for complete requirements. PRICING AND PERFORMANCE BSA anticipates awarding a contract with fixed unit prices per acre for a base period and four one-year option periods. All offerors shall price an estimated evaluation quantity of 70 acres per period. Actual acreage authorized may vary based on funding and treatment priorities; evaluation quantities do not constitute a commitment to purchase. The base period begins upon execution of the contract by both parties and ends March 1, 2027. Options, if exercised, may extend the contract through March 1, 2031. Field treatments are restricted to November 1–March 1 and must be completed by March 1 of the applicable period. MANDATORY SITE VISIT November 12, 2026, at 10:00 a.m. Eastern Standard Time. The site visit will begin at BNL’s Science and User Support Center (SUSC). RSVP by November 10, 2026, to sjohnston@bnl.gov, identifying the company and proposed attendees. A meeting invitation with location details will follow receipt of the RSVP. QUESTIONS Submit questions to sjohnston@bnl.gov by November 19, 2026, at 12:00 noon Eastern Standard Time. QUOTATION DEADLINE November 30, 2026, at 5:00 p.m. Eastern Standard Time. Submit quotations by email to sjohnston@bnl.gov with “SJ484664” in the subject line. Technical acceptability will be evaluated on a pass/fail basis. Price evaluation includes the base period and all four options. Evaluation of options does not obligate BSA to exercise them. Review all attached solicitation documents for complete requirements. All questions and quotation submissions shall be directed to Stephen Johnston, Contract Specialist, at sjohnston@bnl.gov or 631-344-5742.
