Description

Visit Northern Finland Oy (hereinafter referred to as VNF or VNF Oy) is inviting tenders for the design, implementation and launch of a new business-to-business (B2B) online platform. This call for tenders is published on Hilma (hankintailmoitukset.fi) as a national procurement in accordance with the Act on Public Procurement and Concession Contracts (1397/2016). A user interface prototype already exists, which defines what the platform might look like and how it might function. This call for tenders concerns the implementation of the production platform to be built on this basis, including the integrations and features described in Chapter 4. This call for tenders includes annexes. Together with the prototype, these form part of the tender documentation. In the event of any discrepancies between the documents, the tenderer must raise the matter during the question-and-answer period; the call for tenders takes precedence. The procurement is being carried out as part of the Smart Growth for International Tourism (SmartGIT) project, co-funded by the European Union (https://visitoulu.fi/en/smart-growth-for-international-tourism-smartgit/).

Ground given for limiting competition

The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.

Urgency: Visit Northern Finland Oy is re-tendering the development of the VNF B2B platform. The previous procurement (Hilma 2026-056644) was discontinued in October 2026 because most tenders exceeded the project’s available budget and the scope of the platform needed to be resized. The new procurement is based on the resized scope and follows an accelerated timetable so that development can start without delay. In practice, this means: - Shorter tender period - Familiar documents. The structure, forms and some requirements follow the previous procurement. - Resized scope and clear price. The documents define a binding minimum scope and state a maximum price. - Faster decision If you tendered previously: You are already familiar with the subject matter and the documents. You can reuse your own earlier material, such as your company presentation, references, team description and technical approach, and focus on what has changed, especially the resized scope. However, you must prepare and submit a complete new tender under this procurement’s documents. References to an earlier tender are not accepted. Open to all: New tenderers are equally welcome. All tenderers are treated equally, and every tender is evaluated on the same criteria stated in the tender documents. Taking part in the previous procurement has no effect on the evaluation. Questions must be submitted via Hilma.
