Laatu muodostuu tarjotusta kapasiteetistä (leader + follower on yhtä kuin 100%). Leader-tarjouksista valitaan ensin halvin tarjottu hinta, joka yhdessä follower tarjousten kanssa mahdollistaa kokonaistaloudellisesti edullisimman täyden 100% kapasiteetin hankkimisen. Leader tarjous voi olla myös kapasiteetiltaan 100%:n tarjous.
