Description
The DBFM Contract relating to the comprehensive renovation of the Rupel Tunnel is part of the Flanders Tunnel Plan. As part of the Flanders Tunnel Plan, the Agency for Roads and Traffic has developed a master plan aimed at ensuring the safety and reliability of all tunnels in Flanders over a ten-year period, modernising their operation and introducing professional asset management in accordance with ISO 55001. Comprehensive renovations constitute one of the four pillars of the Flanders Tunnel Plan. A comprehensive renovation, including the comprehensive renovation of the Rupel Tunnel, combines all structural and civil engineering works with the renewal of technical installations designed to enhance safety. For the purposes of the present procurement procedure, the Agency for Roads and Traffic and De Werkvennootschap have entered into a cooperation arrangement under which De Werkvennootschap makes its knowledge and expertise available to the Agency for Roads and Traffic. In this context, De Werkvennootschap has been authorised to conduct the present Procurement Procedure in the name and on behalf of the Agency for Roads and Traffic. For the purposes of awarding the Contract, the Agency for Roads and Traffic will be represented by De Werkvennootschap, which will act vis-à-vis third parties as the Agency’s authorised representative and as the central and sole point of contact, unless expressly stated otherwise.
