Oslo Fire and Rescue Agency shall procure two new fire pumps with an evacuation device mounted on trailers, capacity 5,000 litres/min 8bar. Delivered with 4 suction tubes (2 with removable suction sieving Storz A coupling) and liquid suction sieving (Storz A coupling suitable for suction tubes). Pumps with trailer chassis shall be able to be freighted by helicopter. The pump assembled on terrain trailer shall be able to be fastened on containers via strap fixings on the frame to the trailer. We shall procure two fire pumps with an evacuation device mounted on trailers for use on class B vehicles. Obre fire officers only have driving licences that allow hangers of this size to be executed. The fire officers do not have a driving licence for class C or similar driver's licence classes due to financial and resource considerations. Based on our market surveys, there is only "one specific supplier" who can deliver hangers in the EU/EEA so that a total weight of 1,300 kg is allowed for class B vehicles, and then there is a "legal right" to enter into a contract with that tenderer, cf. the Public Procurement Regulations § 5-2 (1) letter a) and 8-18. There is only one supplier in the market, but the other tenderer ́s trailers are unsuitable to procure as they cannot be operated with class B driving licences. The aim of the procurement would be ceased if we could not procure trailers suitable for class B, as they must be able to be served by all personnel. Only tenders have been received from the chosen tenderer.
