Formålet med rammeaftalen er at sikre, at der er et beskæftigelsesrettet tilbud til de borgere som er på kontanthjælp eller uddannelseshjælp og dermed skal have et beskæftigelsestilbud, men som har forbud mod fremmøde I Arbejdsmarkedsafdelingen på Rådhuset og annekser eller som har været truende i deres adfærd eller kommunikation med Arbejdsmarkedsafdelingen.
