The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.

Following research only one UK product is deemed to be suitable for the proposed ramp and this product is only produced by the supplier to be direct awarded the contract. An options report, dated August 2025, provides details of three types of material for the construction of the main ramp structure. These are Steel, Glass Reinforced Polymer (GRP) and Concrete. Timber was not considered due to durability and fire resistance concerns. The concrete ramp is rejected due to the proximity of both intermediate and low-pressure gas pipes that cross below the proposed ramp. The steel ramp and GRP ramps can both span the gas main, but the GRP ramp provides a lower cost solution with lower long term maintenance costs.
