Description
Preventive maintenance of the electric propulsion system of the research vessel Árni Friðriksson during the 2026. The procurement covers: Maintenance of the converters (SD7000), transformers, propulsion motors, and switchboard, together with associated spare parts (coin cell batteries, fan capacitors, earth brushes). The scope should include manpower, engineering, project and fleet management, mobilization/demobilization, travel and reporting. Specific maintenance tasks for 2026, including firmware upgrade of Hirschmann RS20 switches to the latest release, converter measurement and protection checks, transformer SFRA tests, switchboard protection relay tests by injection, converter fibre optical cable intensity checks, dry transformer torque tightening, bearing inspections of motors/generators, jacking unit tests, and harmonics filter LV relay injection. Replacement of harmonic filter capacitors — 11 capacitors manufactured to the original GE Vernova design specifications (4BZ80303/80305/80307/80309), together with onboard service to replace the capacitors and restart the system.

Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
technical
GE Energy Power Conversion SAS (GE Vernova) is the original equipment manufacturer (OEM) of the electric propulsion system on board Árni Friðriksson — the converters, transformers, propulsion motors and switchboard. The maintenance requires specialized technical expertise, dedicated tooling, and access to the manufacturer's original design documentation and intellectual property rights, which no other party possesses. Spare parts, including the harmonic filter capacitors, must conform to the original GE Vernova design specifications to ensure compatibility and system reliability. For technical reasons, the works can therefore only be performed by this particular supplier, and no known competition exist. The procurement is necessary to maintain the operational reliability of the vessel for the coming years.
