DHS APFS Transition, Effective October 30, 2026
openOFFICE OF THE CHIEF PROCUREMENT OFFICER · HOMELAND SECURITY, DEPARTMENT OF
Description
The Department of Homeland Security (DHS) will decommission its current Acquisition Planning Forecast System (APFS) and transition to a new APFS platform. This migration is part of a multi-phase effort to comply with updated acquisition forecasting data standards issued by the Office of Federal Procurement Policy (OFPP). The transition will begin at 4:00 p.m. EDT on Friday, October 30, 2026. DHS forecast data will again be available beginning November 5, 2026. System Transition and Data-Entry Freeze To prepare for the transition, DHS will pause data entry in the legacy platform. Effective at 4:00 p.m. EDT on October 30, 2026, DHS procurement offices will no longer enter new procurement opportunities into the legacy APFS site while final data migration and transition activities are underway. Beginning November 5, 2026, industry partners may access DHS forecast data on DHS.gov: Advance Acquisition Planning: Forecast of Contract Opportunities | Homeland Security. Forecast data will be available for download in Excel, CSV, and PDF formats. Between November 5 and December 9, 2026, automated email alerts and subscription messaging services will temporarily be unavailable. However, industry partners will continue to have access to forecast data. Forecasted opportunity listings will be available on DHS.gov for users to view and download directly. Full automated messaging and subscription notifications are scheduled to resume in December 2026. Until then, industry partners are encouraged to download forecast files directly from the site as needed. The search features currently available in APFS will be available on the new APFS site, apfs-era.dhs.gov, in December 2026. The site is currently under construction. Beginning in December, industry partners who are already registered for automated notifications in the legacy system will resume receiving them. Industry partners who wish to receive notifications may also register for the automated email service at that time. To comply with OFPP policy, the final phase of the transition will include uploading DHS forecast data nightly to the General Services Administration’s (GSA) Forecast of Contracting Opportunities (FCO) tool on AcquisitionGateway.gov. A timeline for completion of this phase has not yet been established. DHS will keep industry informed when the Department’s forecast data becomes available on apfs-era.dhs.gov and the GSA FCO tool. We understand that industry relies on accurate, timely acquisition forecast data. At DHS, we believe this information strengthens our requirements and helps ensure that we obtain the best solutions to support our mission.
