Description
This contract covers the survey, design, materials and commissioning for 10 sites The contract relates to services required to support the implementation of a telemetry-based assurance solution for MCB level crossings, enabling the reduction of planned cyclical maintenance activities. The solution must provide the level of monitoring, reliability and safety assurance necessary to support this operational change and have completed the relevant safety assurance processes. Hitachi is currently the only supplier identified as having a proven, safety-assured solution capable of meeting these requirements. No reasonable alternative supplier has been identified that can provide an equivalent assured solution within the required operational and safety parameters without requiring substantial investment by Network Rail to modify, replace or reconfigure its existing telemetry systems and associated support arrangements. Network Rail are procuring an OmniLX system which will provide continuous, near real-time monitoring of level crossing performance, enabling predictive maintenance and earlier identification of asset deterioration. The aim for this is to reduce asset failures along with trackside working, resulting in fewer delays and line closures. OmniLX hardware uses a combination of relay events and sensors to measure key factors of the level crossing equipment and sequence on every operation. This results in long term trends and statistics that are much more reliable than a one-off measurement during attended testing. These factors include; • Barrier position detection and angle/rate of raise and lower • Barrier motor current • Road lamp and audible alarm current • Boom lamp current • Battery voltage and charging current Procurement Act 2023 Compliance Statement Network Rail Infrastructure Limited considers that the proposed direct award satisfies the conditions for direct award set out in Section 41 of the Procurement Act 2023 and relies upon the justification contained within Schedule 5 Paragraph 6 (absence of competition for technical reasons). This Transparency Notice is being published in accordance with Section 44 of the Procurement Act 2023 prior to the proposed award of the contract.
