Med kommunplast avses det plastavfall som inte är förpackningar. Denna fraktion innehåller blandade plasttyper och fördelningen mellan olika plasttyper kan inte specificeras eller garanteras. Fraktionen kommunplast är ett samlingsbegrepp för många olika typer av plaster med olika kemiska sammansättningsar och tillsatser. Felsorterat material förekommer.
