The municipality currently has access control of approx. 500 doors divided between approx. 60 buildings. Existing systems and constructional conditions require a tenderer who can assist with both materials, installations, service and professional advice within the entire contract area. The procurement shall contribute to good functionality, predictable follow-up and systems that support applicable laws, regulations and security guidelines. Description of the assignment The procurement is for a framework agreement for the delivery of locks and fittings, mechanical and electronic lock systems, cylinders and keys (either blocked profile or system), access control system as well as the accompanying services for Horten municipality and Horten port authority. The agreement shall cover both the planned and acute needs of municipal buildings and rental housing. Tenderers must be able to handle assignments in buildings with different critiques, and contribute to quick and reliable follow-up in connection with interruptions to operations or security requirements. There will also be a need for the delivery of keys, cylinders, padlocks, signs and other relevant equipment. The municipality ́s own operational resources may, in addition, need materials under the contract. New deliveries and work shall be able to function together with the contracting authority ́s existing system for access control. The assignments will vary in size from smaller service and maintenance assignments to major replacements and alterations. Further requirements for response time, implementation, documentation and contract terms are in other parts of the tender documentation. Tenderers shall be consultancy and suggest other and better systems/products if this is the best for the contracting authority. Tenderers shall be able to be the contracting authority ́s consultant for locks, fittings and door choices in the engineering design phase. Tenderers shall cooperate with the contracting authority and other consultants/architects in a constructive and good way. Access control Horten municipality currently uses Vanderbilt Omnis access control, which is controlled from Horten ́s server and operated by the municipality. Future systems for access control must be able to be included with the existing system, without extra cost for Horten municipality. The daily operation and programming of the plant will be undertaken by Horten municipality. Communication to the municipality ́s buildings goes via the municipality ́s fibre network.
