Helse Sør-Øst RHF (heretter omtalt som Oppdragsgiver) skal inngå rammeavtaler med private leverandører om kjøp av behandlingstilbud innen tverrfaglig spesialisert rusbehandling (TSB).Kun ideelle leverandører, som kan yte tjenesten innenfor helseregion Sør-Øst, kan levere tilbud. Helseforetakene tilhørende Oppdragsgiver og de fem ikke-kommersielle sykehusene som Oppdragsgiver har driftsavtaler med, kan ikke delta i anskaffelsen, verken som hovedleverandør eller underleverandør.
