Description
The Driver and Vehicle Standards Agency (DVSA) intends to appoint the British Standards Institution (BSI) to develop a standard for a Publicly Available Specification (PAS) that gives a code of practice for automotive compliance in the UK relating to type-approval obligations and post-market surveillance activities for road vehicles and their components. It specifies recommended practices for manufacturers, importers, and distributors (including online marketplaces), and sets out expected practices for the Market Surveillance Authority in the automotive sector. It also provides guidance on risk assessment, investigation, communication, recall execution (safety and non-safety), data retention and sharing, service level expectations, whistleblowing, and complaints handling.

Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
The British Standards Institution (BSI) is nationally and internationally recognised as the author and owner of standards and other supporting documents, and no other economic operator can provide the service of setting standards in this area.
