Under Regulation 33(b)(ii) of the Public Contracts (Scotland) Regulations 2015, competition is absent for technical reasons. The National Waiting Times Centre Board (Golden Jubilee) is satisfied that Trane UK Ltd is the only commercially available able to provide the Building Management System for the management and control of the main chiller plant for the Hospital and the Eye Centre in line with all statutory requirements and healthcare guidance.
