Ground given for limiting competition
The buyer’s own stated reason for awarding without open competition, as published. Their assertion, not a finding.
The University currently utilises the RISR platform to deliver and manage medical training programmes. The system is embedded within existing training workflows and is integral to the delivery of medical exams. 1. Framework Transition Due to awarding during the transition between G-Cloud 14 and G-Cloud 15, we negotiated a direct award with RISR. 2. Continuity of Service for Medical Training The RISR system is currently in active use for medical training purposes across the University. Transitioning to an alternative solution would present significant risks, including: • Disruption to training delivery - Medical training programmes operate to strict regulatory and accreditation timelines. A system migration mid-cycle would risk non-compliance and interruption to learner progression. • Data migration complexity - Historical training records, competency tracking data, and assessment outcomes are held within RISR. Migration to a new platform would carry risks to data integrity and continuity of records. The combination of the above factors means that RISR is the only solution that can meet the University's requirements without disproportionate cost, risk, and disruption.
